Road to ATF, DJPb Holds FGD on Government Cash Management

Government Cash Management is a key element in maintaining fiscal stability and budget efficiency. The Directorate General of Treasury (DJPb) held another FGD with the theme "Government Cash Management" on Tuesday (27/08), continuing the series of thematic focus group discussions (FGDs) as part of the Road to Launching and First Meeting of the ASEAN Treasury Forum (ATF) 2024. Director of Treasury Systems Sulaimansyah opened this third thematic FGD online, emphasizing DJPb's vision to become a world-class treasury manager.

“DJPb has long had a vision to become a world-class treasury manager. In recent years, this vision has started to become a reality, as reflected through various collaborative programs between DJPb and several countries and international financial institutions. This includes efforts in modernizing treasury management and enhancing DJPb’s human resources capacity,” said Sulaimansyah.

During the event, moderated by Head of the Cash Optimization Sub-directorate at the Directorate of State Cash Management Tio Novita Efriani, Director of State Cash Management Noor Faisal Achmad presented on “Active Cash Management Indonesian Experience.” Effective cash management plays a crucial role in ensuring sufficient funds to finance government expenditures in a timely manner and minimizing financing costs. The forum emphasized that good cash management supports macroeconomic stability by balancing state revenues and expenditures.

“Regarding cash management, we are encouraged to optimize because the cash held by the government has a buffer, so the government must optimize cash as the ‘cash buffer’ is costly and the central bank’s remuneration is below market rates. This is not about seeking profit but about reducing the cost of holding cash,” explained the Director of State Cash Management.

At the same event, several Heads of DJPb Regional Offices provided critical insights and feedback on the ATF materials, including the Head of DJPb East Java Regional Office, Head of DJPb West Java Regional Office, Head of DJPb Aceh Regional Office, Head of DJPb Riau Islands Regional Office, Head of DJPb Bengkulu Regional Office, Head of DJPb North Kalimantan Regional Office, Head of DJPb Central Sulawesi Regional Office, and Head of DJPb Maluku Regional Office.
